The results of the contest for the selection of lawyers who may provide free secondary legal aid in Kyiv and 23 regions were summarised.
The contest was held in accordance with the Order of the Ministry of Justice of Ukraine dated November 13, 2017 № 4300/7 “On Conduction of a Contest for the Selection of Lawyers Who May Provide Free Secondary Legal Aid” from November 18, 2017 to January 23, 2018.
This is already the 9th contest, held in the framework of the attraction of lawyers to free secondary legal aid provision from 2012. This contest is distinguished from the previous eight ones, simplified procedure of completion for lawyers. In August of the last year, the relevant changes were made to the specialised resolution of the Government, by which the Procedure and conditions for the conduction of contest for lawyers who may provide free secondary legal aid are approved.
Thus, the number of stages of the contest has been reduced from three to two. To participate in the contest the lawyers had to register online and complete a distance course “Introduction to the free legal aid provision system”, the evaluation of which was concluded automatically.
Based on the results of the aforementioned course, individual interviews with the contest commissions in the regions, as well as by taking into account the submitted original documents, 1001 lawyer were introduced to the Register of lawyers who provide free secondary legal aid.
“Lawyers who passed the contest will be involved to free secondary legal aid provision in criminal proceedings, as well as in cases that are dealt within the framework of civil and administrative litigation. My congratulations to the colleagues on their success in the contest. I look forward to their fruitful cooperation with the free legal aid system, regarding the protection of the rights and interests of our citizens”, – comments Oleksii Boniuk, Director of the Coordination Centre for Legal Aid Provision. According to him, it is planned to hold at least one another similar contest this year.
Also let us remind that since the 1st of January, 2018, the hourly remuneration to lawyers for free legal aid provision was doubled. Now it constitutes 5% of the subsistence level established for able-bodied persons at the moment when the lawyer submits an act of free secondary legal aid provision to the appropriate centre for free secondary legal aid provision. This is stipulated by the Decree of the Cabinet of Ministers of Ukraine dated December 21, 2016, № 1048 “On Amendment to the Decree of the Cabinet of Ministers of Ukraine dated September 17, 2014 № 465”.
It should be noted that in the Volyn region the second stage of the contest is repeated because of the contest commission`s violation of the mandatory conduction conditions.
